Project Implementation

Responsible bodies

The European Investment Bank (EIB) is the Contracting Authority. The Ministry of Infrastructures and Transport (MIT) is the entity responsible for the day-to-day management of the project.

Management structure

The Service Provider is working directly with the MIT on a day to day basis.

The Ministry is represented by a Project Manager within the Strategic Planning Unit (SPU) who is coordinating the activities of the Ministry in relation with the assignment and provides a single point of contact with the Service Provider. The MIT Project Manager is assisted by a team of three experts, the Project Management Team (PMT) who is charged with the daily supervision of the Service Provider.

In addition, the involved parties listed below have the following roles in the management of the contract:

working-level Steering Committee, that is providing input to the project development and reviewing the outputs, chaired by the Secretary General of the Ministry.
a JASPERS Task Manager retained by MIT to act as the Ministry’s Advisor on technical issues throughout the duration of the contract.
the Contracting Authority through its nominated EIB Assignment Manager who liaises with the EIB Consultant Procurement and Contract Management Division (CPCM) to ensure smooth administration of the contract and manage the approval process.
the Structural Reform Support Service-SRSS, which is formally informed on the progress of the project by the EIB Assignment Manager, in accordance with the EIB-SRSS reporting requirements.

Egis International

Egis International is a limited company with a capital of 17.8 million euros. Founded in 1949 under the name BCEOM, the company has been an Egis subsidiary since 1996. In 2015, its turnover amounted to 158 million euros.

Specialized in transport and urban development engineering, economic and institutional consulting and training, Egis International provides services in over 100 countries throughout the world every year. Having developed its expertise for over 65 years, the company’s historical areas of activity are development assistance and major projects. It supports the international development of the Egis Group through its local offices abroad.

The company has over 300 permanent staff mainly based at its head office in Guyancourt, France and 1150 employees worldwide (including in its subsidiaries and local offices). Egis international has Group subsidiaries or affiliated companies, permanent representatives and branches or teams in charge of specific projects in many countries abroad such as in Europe (Poland, Albania, Bulgaria, Romania, Serbia, Croatia, Kosovo), in Maghreb countries (Algeria, Morocco), in Middle East (Qatar, Oman), in Eastern countries (Ukraine, Kazakhstan), in Africa (Kenya, Cameroon) and in Asia (like India).

The company may also rely on personnel from Egis Group, a total of 13000 employee (including 7800 engineers) through its other subsidiaries such as Egis Road, Egis Rail, Egis Avia or Egis Port.

The project will be implemented by CSL, the consultancy Division of Egis International, part of a Business Unit called Mobility. This Business Unit dedicated to transport planning and consulting covers a comprehensive set of fields including staff experienced in planning, economics, institutional, financing, project evaluation, programming and strategy. One of its core activity is master transport planning at all levels (city, region, country and wider areas –multicountry). In particular Egis is one of the leading firms in designing master transport plans at national or multicountry level. As an example, during the last two years Egis is being implementing, as leading company, the multimodal Transport Master Plans of Turkey, Tunisia, Belize and Cameroun at national level and CEMAC (Εconomic Community of Central African States)area at multicountry level.

TIEG EEIG is a registered European Economic Interest Group managed by two consultancy companies, TAS Europrojects (Belgium, founded in 1993) and Consulting & Management (Slovakia), and networking with several high-end engineering companies, in all domains of Transport and Infrastructure services (Roads, Aviation, Railways, etc.). TIEG is leader of a framework contract Consortium currently implementing the EU FWC “Beneficiaries 2013 Lot 2 – Transports and Infrastructure” from EC DG DEVCO.

TIEG EEIG Group is a joint venture of highly qualified international companies, offering experts formed to contribute to the improvement of international cooperation through the implementation of programmes and projects in developing countries.

The in-house staff of TIEG is composed of a team of professionals with diverse educational and professional backgrounds, providing an interdisciplinary pool of knowledge;. this helps to approach problems from an integrated perspective. The required expertise includes programme/project identification, design and implementation, preparation of Terms of Reference or technical annexes (works, supplies) and Procurement, evaluations and monitoring, cross-sectoral policy analysis and reforms, legislation, regulations and law enforcement and institutional capacity development.

TIEG and its founding partners have a strong history of working in different countries, and carried out several successful technical cooperation projects in partnership with the EIB, European Commission, World Bank, several Regional Development Banks and other international organizations (governments, public bodies and NGOs) to promote institutional development and capacity building.

SYSTEMA Consulting

Systema-Transport Planning & Engineering Consultants is a consulting firm based in Athens, Greece, which focuses on transport planning and management. The company employs a team of experienced and highly skilled transport professionals and has a wide network of long term external collaborators of other specialities, which are mobilised according to the specific needs of each project. The main goal of the company is to provide high quality professional services on transport planning and transport systems design and management, working close to each client. Ever since founded (1997), Systema has been very active in the international transport market and has been recognized within Europe as a successful and dynamic consultancy firm. Systema has offered professional services in many countries world-wide: Serbia, BiH, Montenegro, Albania, Bulgaria, Rumania, FYROM, Azerbaijan, Hungary, Cyprus, as well as all Western and Northern European countries.

As an example, Systema is providing transport planning, modelling and traffic forecasting services for the pre-feasibility study of the road Merdare-Nis, connecting Serbia and Kosovo. As regard to regional and neighbouring issues, Systema was also involved in the EU funded “TEN-Connect” project which focused on the analysis of the existing Trans-European Network for Transport (TENT-T), as part of the process of developing the forthcoming EU Transport policy from 2010 and onwards. Its consulting role was to analyse the existing and future traffic flows, to identify major axes, the internal market characteristics and access to neighbouring countries. In 2013, the company was awarded the REBIS study (“South East Europe: Updating of the Regional Balkans Study) for the World Bank, a reference study for the Balkans area.

Systema in a consortium led by Egis has been awarded the National Transport Master Plan for the Republic of Turkey, a project financed by the European Commission, a budget of 8.15 million EUR and duration of 25 months.

Systema is also a member in the consortia awarded the IPF5 and the CONNECTA, significant technical assistance projects in the Western Balkans area. With regards to sustainable urban transport, the company, in co-operation with the Municipalities in the Kotor Bay area (Kotor, Tivat, Herceg Novi) and the Royal Capital of Cetinje, elaborated a poly-centric Sustainable Urban Mobility Plan (Poly-SUMP) for the region, for UNDP Montenegro.

Systema has also developed a Strategy for Integration of Bulgarian Railway Infrastructure into the European Intermodal Transport Network, providing assistance for the effective implementation of the objectives of EC’s White Paper “European transport policy for 2010: time to decide” and of the “Programme for Development of the Transport Infrastructure of the Republic of Bulgaria and National Development Plan for the years 2000 – 2006” and proposing the development of a freight villages and intermodal centers network.

Technical Support was also provided to the Port Authority of Igoumenitsa for the implementation of the project Adriatic Motorways of the Seas (“ADRIAMOS”) and the development of the Freight Village, based on the development of a 4-step transport model including road, rail and maritime links for the Adriatic-Ionian area.
